The Sertifikat Badan Usaha (SBU) Jasa Konstruksi is the mandatory operational credential required for any construction entity operating in Indonesia. Governed by Law No. 2 of 2017 and Government Regulation PP No. 5 of 2021 on Risk-Based Business Licensing (OSS-RBA), SBU is issued by accredited Certification Bodies (LSBU) and validated by the Construction Services Development Board (LPJK).

Without an active SBU, contractors and consulting firms are legally prohibited from participating in public government tenders (LPSE / PBJ), bidding on state-owned enterprise (BUMN) projects, or executing medium-to-large private commercial construction works.

Core Prerequisites for SBU Application

Valid NIB (Business Identification Number): Registered via OSS RBA with matching construction KBLI codes (41xxx, 42xxx, 43xxx, 71xxx).
Certified Technical Personnel (SKK): At least one certified Technical Person in Charge (PJT) and one Sub-classification Person in Charge (PJSK) per registered code.
Financial Net Worth Audit: Certified statement of financial equity or official financial audit report by a Registered Public Accountant (KAP) for Medium, Large, and Integrated tiers.
Valid Equipment Ownership / Commitment: Documented proof of primary construction machinery ownership or signed equipment lease commitments.
SMKK Implementation Documents: Construction Safety Management System (SMKK) manual conforming to PUPR Ministerial Regulation No. 10/2021.
