Business Entity Certificate for Electric Power Services • Generation, Transmission, Distribution & Testing
The Sertifikat Badan Usaha Jasa Penunjang Tenaga Listrik (SBUJPTL) is the official business license issued under the authority of the Directorate General of Electricity (DJK), Ministry of Energy and Mineral Resources (ESDM). It is legally mandatory for any enterprise providing electrical infrastructure services, high-voltage installations, power plant maintenance, and testing across Indonesia.
Unlike general construction licenses, SBUJPTL is strictly regulated under Law No. 30 of 2009 on Electricity and requires certified technical personnel holding valid SKTTK (Serkom Listrik) registered on the ESDM licensing portal (SIUJANG-ESDM).
SBUJPTL permits your company to operate in one or more of these specialized electric power fields:
Pembangunan & Pemasangan (Bangsang): Erection and installation of power plants, high-voltage transmission lines (SUTT/SUTET), substations, distribution grids, and building electrical systems.
Pengoperasian: Routine commercial dispatch, control room operation, and production dispatching of power generation and electrical transmission facilities.
Pemeliharaan: Preventive, corrective, and overhaul maintenance for electrical generators, power transformers, switchgears, and transmission networks.
Konsultan Perencana: Detailed electrical engineering design, load-flow studies, short-circuit calculations, and grid connection feasibility studies.
Konsultan Pengawas: Independent engineering supervision, quality verification, and construction compliance monitoring for electrical projects.
Pemeriksaan & Pengujian: Technical inspection and commissioning tests required for the issuance of Operation Worthiness Certificates (Sertifikat Laik Operasi - SLO).
SBUJPTL covers generation, transmission, distribution, and utilization systems:
Coal-fired thermal plants (PLTU), simple-cycle gas turbines (PLTG), and combined-cycle gas turbine plants (PLTGU).
Geothermal steam power plants (PLTP / PLTPB) and nuclear power generation facilities (PLTN).
Conventional dam/run-of-river hydro plants (PLTA) and mini/micro hydro turbine stations (PLTMH).
Diesel engine generator stations (PLTD) and gas engine generator installations (PLTMG / PLTMG-U).
Utility-scale solar photovoltaic farms and rooftop systems (PLTS), and onshore/offshore wind turbine generators (PLTB).
Agricultural biomass power plants (PLTBM), anaerobic digester biogas plants (PLTBG), and municipal waste-to-energy facilities (PLTSA).
Utility-scale Battery Energy Storage Systems (BESS) and other hybrid renewable energy systems (PLT EBT).
High Voltage Overheads (SUTT 70kV - 150kV), Extra High Voltage (SUTET 275kV - 500kV), Underground Cables (SKTT), and Substations (Gardu Induk / GIS).
Medium Voltage Overhead Lines (JTM 20kV), Underground Cables (SKTM), Low Voltage Networks (JTR 220V/380V), and Distribution Transformers (Gardu Distribusi).
Industrial large consumer installations connected to high-voltage transmission networks (smelters, petrochemical complexes, heavy manufacturing).
Commercial high-rise building electrical distribution, shopping mall substations, data center power trains, and residential panel boards.
