Official Work Competency Certificate (SKK Konstruksi) • Verified by LPJK & Ministry of PUPR
The Sertifikat Kompetensi Kerja (SKK) Konstruksi is the legally required professional competency certificate for all construction technical personnel in Indonesia. Issued under Law No. 2 of 2017 and Government Regulation No. 14 of 2021 by Professional Certification Bodies (Lembaga Sertifikasi Profesi - LSP) accredited by LPJK and BNSP, SKK has officially replaced the former SKA (Expertise Certificate) and SKT (Skills Certificate).
Holding a valid SKK is mandatory for engineers, managers, site supervisors, and operators working on private and government tenders (APBN/APBD/BUMN), and serves as the essential Technical Person in Charge (PJT) and Sub-classification Person in Charge (PJSK) for corporate SBU applications.
Under Ministry of PUPR decrees, Indonesian construction competencies are categorized into 3 tiers across 9 qualification levels:
Tukang / Basic Tradesman
Elementary, Junior High, or non-formal trade training. Masonry, basic timber framing, rebar tying, and plate pipeline welding.
Operator & Junior Foreman
Min. Junior High / High School / SMK. Certified equipment operators for Tower Cranes, Mobile Cranes, Dump Trucks, Concrete Pumps, Tile Laying, and Plumbing.
Mandor / Senior Craftsman
SMK or High School with verified experience. Senior heavy equipment mechanics, road/bridge draftspersons, precast concrete foremen, and lead operators.
Teknisi / Analis Muda
SMK / D1 / D2 / D3 graduates. Geodetic surveyors, asphalt laboratory analysts, hot-mix asphalt plant supervisors, and scaffolding safety inspectors.
Teknisi Madya / Pelaksana
D3 or D4/S1 graduates. Field construction executives, steel truss bridge technicians, mechanical building supervisors, and quantity surveyors (QS).
Teknisi Utama / Pengawas
D4 or Bachelor (S1) in Engineering. Site construction managers, bridge maintenance supervisors, earth dam inspectors, and engineering surveyors.
Ahli Muda
Bachelor (S1) in Engineering + 2 years experience or Master (S2). Precast building design, bridge inspection, road safety, and project management.
Ahli Madya
S1 + 5 years or S2 + 3 years. Required as Technical Responsible Person (PJT) for medium/large SBU contractors and consulting firms.
Ahli Utama
S1 + 10 years / S2 + 8 years / S3. Lead structural engineer, dam design principal, deep foundation specialist, and national project director.
